There are many algorithms written in PLC code associated with both DC and AC drives. Suggest you contact your drives supplier for best answers. If you don't have one in mind you can contact systems engineering at Rockwell Automation for help and direction. This application is one of the most demanding especially if you want the drive to operate in the constant HP region.

I would suggest ABB drive-embedded solution. Check products like ACS800, ACSM1, ACS880 (recommended). All have Winder control program firmware variants.
You get device providing advanced motor-control + packed with all necessary features for efficient tension control both in open-loop and/or with tension feedback device.

You can use any drives for this winder application but better solution is drive should have encoder feed back and also minimum 2 Analog input .. one for set point and another one for tension feed back. If you use any special communication for set point controller one AI also enough. If you use Yaskwa drives for Winder application you can easily handle this application. I this current situation most of OEMs are use Servo motors and drive for winder un winder application if you use servo you can eAsIly use Siemens S120 and simotion D

We recommended our ABB ASCM1 drive with Winder software for built in winder solution. it has automatic control for tension control for using dancer with/without feedback.

Most variable frequency drive manufacturers have had winder applications since the mid 90's, so it's nothing new. I configured a winder application for rewinding bubble wrap using a Toshiba G3 drive in 1996. I would look at the local suppliers that can provide the simplest design that suits the application as well as local after sales support and service in your area.
