The factory will have the relevant standards and these identify both the factory tests, for which we verify the documentation, and acceptance tests we witness at site.
For example XLPE cable has resistance, diameter of copper, high voltage, partial discharge, elongation of polymer etc.
Of course my knowledge is 20 year old. But yes we have to go by the book. The specs give the reference standard and that provides details of all tests.
the companies will have to provide the inspector with all documentation.
Once I had problem with quantity, lengths shorter by about 2%.

M.Shoaib Niazi you have are asking some question which are raising eyebrows.

first check that the cable clear by using an ohm meter and an insulation resistance tester .
Second, use a 24KV instrument to carryout an highpot test i guess you are aware of what this test is for.

For this kind of bulk items, off the shelf. A factory inspection seems not really necessary or useful. Selection as a vendor is important, but this stage has passed since you already ordered.

Verifying that the items correspond to the ordered ones, check if a lunch or dinner is included. Have a nice chat and move on. Do not forget to visit the cable factory, these are very interesting plants.

The biggest risk to a cable is the laying at site, nothing that can be done at the factory. During the fabrication process there are quality checks. But these documents can be sent via email and checked at the office.
