Hello,
I assume the power meter talk Modbus serial protocol.
This is pretty simple with the Siemens S7-200 PLC but harder (but still possible) with S7-300 PLC.
We are a Siemens Integrator and would be happy to help.

If you have Conzerve meters with RS-485/MODBUS support, it is possible to integrate these with Siemens PLC. Do you have any free RS-485 port on your PLC. (which model of the PLC ?) .
What is your purpose of integration these meters with PLC ? is it related to load management with some real time action on other device, it may not be the solution you are looking for. Some of Conzeve meters also have analog output option for Active Power / Avg Current. You just check with the meter, and then you it instead.
If it is just for Energy Monitoring, don't go for integration with PLC ( unless your meters don't support MODBUS). In that case, you can integrate your meter's pulse output on the PLC D/I, if available spare.

I hope you are using EM 6400 model of Conzerv with 2 wire RS 485 port for Energy management Systems( eLAN or Micro LAN ) . It is very easy to interface it . Give address to each Energy meter and connect all in daisy chain. It will work perfectly with MODBUS RTU . Since Siemens have Profibus System. You can use MODBUS to Profibus converter.

Have a look at the red lion controls data station plus. It will talk to all siemens plc's and convert to all flavours and colours of modbus.
