How to properly test directional relays?

Having some issues with directional relays. Some have been fitted in the correct orientation and some not. They have had secondary injection tests on the relay itself but I'm looking for a way to test the whole thing, end to end. The only way I can think of is to use our secondary injection test set to inject volts and amps on the busbars (primary) and see if I can push enough through the VT and CT to arm the relay.

Any other suggestions?
