PV Module prices from Indian manufacturers

There are many 2 MW or smaller grid-tie projects under IREDA scheme about to start construction activities or might have already started. However, there seems to be many issues with supply and pricing of the critical components of PV systems like modules and inverters.
We as an EPC service provider for PV power plants are currently facing problems in the following:
1. Pricing, payment terms & delivery period of the modules and inverters.
2. (Extended) Warranty for inverters
It also appears that, imported modules (c-Si from reputed manufacturers) are cheaper than the ones made in India that is not flexible on price (at-least today). Is it that mandatory requirement of India made modules is giving undue advantage to local manufacturers or there are critical problems Indian manufacturers are facing to reduce/match the prices with global markets?

Just wondering if ours is an isolated case or many of us are facing this situation. Your valuable inputs/experiences on these issues will be highly appreciated.
